Issues of Equity in Physics Access and Enrollment

High school physics is a gateway course for post-secondary study in science, medicine, and engineering, as well as an essential component in the formation of students scientific literacy. Yet, despite reports to the contrary, the availability of physics as a course for high school students is not equitably distributed throughout the United States. While some schools provide physics for all who wish to take it, a more common scenario is limited availability. This is particularly true in urban districts, where physics is not universally available in secondary school. The existence of policies that restrict science opportunities for secondary students results in diminished outcomes in terms of scientific proficiency. Recently researchers at Columbia University examined the 316 secondary schools in the New York City Public School system to identify factors related to availability of physics courses. New York Citys (population 8.1 million) public schools system is the largest school...

FY09 Federal Budget for Physical Sciences

As required by law President Bush kicked off the FY09 federal budget cycle by releasing the Administration’s budget request to Congress. The budget cycle continues in the Congress with its budget resolution, hearings by various authorization and appropriation committees, and final appropriation action. FY09 will be a very tight budget year. The entire federal budget will be flat, but the President is requesting large increases for the three physical science agencies favored by the American Competitiveness Initiative (ACI), DOE, NIST, and NSF. Though the President has proposed a very promising FY09 budget for science, the FY08 budget cycle has taught scientists that we must follow the process to the end. The American Association for the Advancement of Science (AAAS) provides the best source for federal science budget information. The information below is taken almost entirely from the AAAS Budget Analysis. Department of Energy (DOE) DOE’s Office of Science...

Immigration and African Americans in the Physics Workforce

Physics is a global enterprise and the labor market for physicists has global reach. The United States has always benefited from being able to attract top talent from around the world to our graduate programs and scientific workforce. But NSBP is concerned about the over-reliance that the US physics enterprise has on foreign-born personnel. When countries like India and China can provide more physicists than the US could possibly employ, and America has a long and sad history of giving preferences to immigrant labor over African American labor [1], there is clear a policy conundrum that has to be carefully considered. Labor economists Sharon Levin and Paula Stephan analyzed the role of immigrants on the changing career outcomes of scientists in academe [2]. They found US citizens are being displaced from choice positions in academe, especially in physics and astronomy. A recent GAO report of employment practices at DOE weapons labs indicated that the labs...

Reauthorization of the Higher Education Act

The Higher Education Act (HEA) sets many of the federal legal requirements under which colleges and universities operate. HEA also authorizes programs administered by the US Department of Education including the fundamental federal student financial aid programs . Title III of the HEA authorizes assistance to developing institutions and those with historic federal ties, including historically Black colleges and universities (HBCUs) through the Minority Science and Engineering Improvement Program (MSEIP), the Strengthening Historically Black Graduate Institutions, Endowment Challenge Grants, and HBCU Capital Financing. Title IV which covers the fundamental federal financial aid programs also includes authorization for the six Federal TRIO programs that support the progress of first-generation, at-risk students toward college and completion of their degrees. These programs include the Talent Search, Upward Bound (including Upward Bound Math and Science), Student Support Services,...

Visa Processing for Visiting Scientists

Like other activities in the global economy physics research
is an enterprise that depends on the free mobility of ideas and personnel
across national borders.

The US
governments response to the 9/11 terrorist attacks have had perverse effects on
the visa processing including,

Delays
in visa processing that make it impossible for non-U.S. members to
    participate in U.S.-based conferences

Denial
of entry visas on various grounds, often without explanation or
    opportunity to appeal

Decisions
by foreign students studying in the United
    States not to participate in
international technical conferences because of concerns about potential
    delays in reentry

NSBP calls upon the US
government to continuously implement policies and practices to make visa application processing
as efficient as possible. Every
government’s visa processing system should be transparent, expeditious and free
of discrimination.

Willie Hobbs Moore Scholarship Harry L. Morrison Scholarship Arthur BC Walker Scholarship The National Society of Black Physicists is pleased to offer scholarships commemorating Drs. Willie Hobbs Moore, Harry L. Morrison and Arthur BC Walker. Dr. Moore was the first African American female to earn the Ph.D. degree in physics. After completing her degree at the University of Michigan and working there for several years as a research scientist, she spent a long and successful career at Ford Motor Company. Dr. Morrison was a legendary figure in the field of mathematical statistical physics, and an inspirational mentor to generations of African American physicists. He was on the physics faculty at UC Berkeley for nearly 30 years, and was an assistant dean until his death in 2002. He was strong student advocate, especially science and engineering students. In the early 70s he was amongst the early UC Berkeley faculty supporters of a degree-granting Black Studies Programs. Dr....

Donate to NSBP Programs

College Student Chapter Support NSBP is establishing college chapters at HBCUs and other institutions with a sustained enrollment of 5+ NSBP student members.Much research has shown that students’ participation in professional associations is a key determinate of their academic performance, retention and career outcomes. NSBP partners with other physics societies, i.e., SPS, OSA, SPIE and MRS to support and strengthen our college physics clubs. With your support NSBP and our partnering societies can offer students materials and information on K-12 outreach, career and membership services, information and advocacy, and community building that all helps to keep students in the pipeline. Donate now NSBP-Net Many years ago NSBP started an email group list called NSBP-Net. NSBP-Net was a principle way to send out career information and advice to both our professional and student members. Today in partnership with MentorNet (www.mentornet.net)...

NSBP/ASA Classroom Acoustics Student Poster Contest

The National Society of Black Physicists and the Acoustical Society of America are co-sponsoring a student poster contest for the 2008 NSBP/NSHP conference. In addition to the $500 prize, winners will receive student support to attend the 2008 ASA conference in Miami next November. Posters entered for these awards can be in any area of acoustics. However, NSBP has developed a simple protocol for making background noise, signal-to-noise ratio, and reverberation time in a classroom. All students, working individually or in a group, are encouraged to make these measurements and present their results as participation in this contest. Students entering a poster for this contest should submit a normal abstract. The poster session will be on Saturday, February 23. The contest judges will be looking to see if the students can converse with the judges and show insight into the physics of the processes, if the students did careful work (calibration, experimental methodology and...

Brief History of NSBP

By the late 1960s and early 1970s the roster of senior African American physicists included James Young, who was at LANL and later MIT, Joseph Johnson (Southern University), Harry Morrison (Berkeley), Pete Bragg (Berkeley), Charlie Harper (Cal State Haywood), James Davenport (Virginia State), Rutherford Adkins (Fisk), James Lawson (Fisk), Warren Henry (Howard), Herman Branson (Howard), and Howard Foster (Alabama A&M), who kept a roster of Blacks in physics. These senior physicists served as role models and mentors to generations of African American physics students, giving emotional and at times financial support. Events in the spring of 1972 led African American physicists to start convening for an awards banquet that included a Day of Scientific Lectures and Seminars (DOSLAS). These events not only included the scientific sessions, there would also be a social event and banquet to recognize the accomplishments of a specific member of the African American physics community. Out...
